Everything says clear browser cache. I'm using Chrome. Is this just clear cache in Joomla or in Chrome?
I make changes in my customForStylePulldown.css (not custom.css) and I cannot seem to get them to show up. The old stuff is just showing, not the new classes not css changes.
Sometimes exiting the browser works, other time not.
I can't keep exiting the browser. What is happening?

Just the browser cache.

I make changes in my customForStylePulldown.css (not custom.css) and I cannot seem to get them to show up. The old stuff is just showing, not the new classes not css changes.

Where have you set the customForStylePulldown.css file to be used? Is it in Editor Profiles -> Plugin Parameters -> Style Select?
