No, unfortunately there are no commonly available server-side tools for this (like PHP GD or PHP Imagick for images) and no external services that I am aware of that could be used to process video.

You either need to optimize the video prior to uploading, or host it with an external service (Vimeo, Youtube etc.) that offers video optimization options.
