is it possible to Export/Import Global configuration? I know it is possible for Profiles.

The Editor Global Configuration parameters are stored with Editor - JCE Plugin and there isn't currentyl a mthod to export and import them.

Extensions are available for exporting Joomla extension parameters, such as https://joomhelper.com/import-export-joomla-extension-settings - which you might find useful.
