I have a heading 6 with this content:

22.08.2023 - Ablage der "Medien" (Bilder, PDF, Filme, ..)

The TOC creates this ID
<h6 id="22.08.2023---ablage-der-"medien"-(bilder,-pdf,-filme,-..)">22.08.2023 - Ablage der "Medien" (Bilder, PDF, Filme, ..)</h6>
and a non-working TOC (which I cannot paste in here .. ?)

It is clear that the quotes and the brackets create problems, but I don't see this special situation not as a bug.
Just for information for a low prio fixing ..

it is easy to reproduce - take a header with quotes - it creates a fragmented ID - the ID is used by TOC s HREF - but the HREF is not valid and cann^t be used.
