Is there a way to have all new articles default to have a read more line in the content by default?

Please try JCE Pro 2.9.2 Beta - https://www.joomlacontenteditor.net/downloads/editor/pro/development/jce-pro-2-9-2-dev

In Editor Profiles -> Editor Parameters -> Advanced, in the Startup Content area, set the HTML to load when an empty editor is loaded, eg:

Please clear your browser cache.

Also, the editor must be loaded in the Editor tab mode, not in the Code tab mode.

I have changed this in JCE Pro 2.9.2 Beta 11 - https://www.joomlacontenteditor.net/downloads/editor/pro/development

Startup content will now also load into the Code tab.
