I have the same issue as in this topic: https://www.joomlacontenteditor.net/support/forum/103731, only in my case it is with JCE pro 2.8.17. I see that in the topic you refer to a beta version, however I am not sure if this solution would still apply to JCE 2.8.17.
The issue takes place under the following circumstances:

The folder fietsen/beernem is the folder that belongs to the user, except for that it is relative to root_folder/images. While in JCE the path is set as images/fietsen/$usertype

- front end editing
- I created a frontend profile that includes access to an image map based on the user group, as in: /$usertype
- Protostar template
- the issue takes place when using an upload button in a custom component using the Joomla media upload button. And I have set using the JCE file manager when using a Joomla button
- when using the Image manager button in JCE, in the same page, everything works as it should; the issue does NOT appear
- the url that cannot be found is, when creating a new item:
