You could disable access to the File Browser dialog in parameters (see image below), and then only allow uploading using drag & drop in the editor window.

You can drag images from Explorer, Finder etc. into the editor window (the area below the toolbar) and they will be uploaded using the Image Manager parameters - File Directory Path, Resize options etc.

An upload button is now available in the URL field of the Image Manager basic dialog.

It's only in the Toolbar Themes Retina and Retina Touch. Also when I select a photo I get the following error:
"The server returned an invalid JSON response"
