I'm using JCE Pro 2.9.1
When I save an article with a PHP block within it the save options adds an extra P tag before and after the PHP code.

So if I have one P tag before and after the PHP and then save the article twice I end up with three P tags before and after.

Can I stop this?

I tried that and it is much better, the <p> tags do not multiply each time you save and hence the page display is fine.

However if you look at the Code tab I am now getting <br /> tags multiplying

Further testing seems to show that is I type in the PHP lines then everything is fine.
If I cut and paste them JCE displays them differently.
In the two images the first Hello World was typed and the second I used cut and paste
The first image is the editor view and the other is the code view
