Hi ,

Is it possible to create a shortcode in JCE?

Or to create a sort of style which the administrator can select and that a sort of html is executed. I see I can create css but I can not create a button with a standard link and text ?
Or is this possible?

Yes, you can create a Custom Style that can include simple HTML, like a button or link - https://www.joomlacontenteditor.net/support/tutorials/editor/creating-custom-styles
