It comes from a seperate stylesheet, I see the styles, I can pick them but they don't apply. I have tested it on multiple sites with the same results.
I'm on PHP 7.4, downgraded to 7.3 but no luck.
Joomla version 3.9.21
I tried the demo and it also works for me.

Hmm, I have the same problem here. Since the update to JCE 2.8.18 pro the template styles are no longer loaded. I get something like wf-columns and so on in the style selection and not the large selection of template styles I had before
