I have a problem with creating a gallery with navigation, the elements "prev" and "next" are missing, which is necessary when working with glaria, eg by people with disabilities.

When using the "Light" MediaBox theme, as you are, the Next and Previous buttons are available when hovering over the image.
The "Standard" and "Squeeze" themes have always visible Next and Previous buttons.

In my case, none of the options in the "Popup Theme" for the "System - JCE MediaBox 2" add-on don't "display "next" and "previous" button.

Im set "Popup Theme" to "Squeeze" for the "System - JCE MediaBox 2. When I started looking for a reference in the code for "next" and "prev" it turned out that there is a "div" which was intended for buttons, but the buttons in nin under "Firefox" are off? The gray color in "firebug" means blocked or inactive.

If the Next and Previous buttons are not visible, then you do not have a gallery of popup images.
You create a gallery by associating other popup images on the page, using the Group parameter when you create the popups.
