I just downloaded JCE Pro 2.6.36
In Image Manager Extended crop and resize are not working (they are "working" in the popup but the Save button is greyed out), rotate and effects are ok.
It's throwing warnings

which is typically a php7.2 issue

You must Apply the resize or crop before savingSure, I did Apply. But the Save is still inactive. It seems Apply is not working - it's showing the loader and then the uncropped image (still with the changed "crop frame" ).
But:
It's working on php7.3 with Linux, so it may be an issue with Windows/xampp.
With RC10 the warnings are gone.

Did not see any problem (yet) using PHP 7.2.10, in a wamp server with apache or in a live windows server with IIS. I think you should try changing your template and make a new test. May be is just your component template page...

My tmp folder is writable but setting an other cache folder for JCE solved the problem.
