Hi,
I will ask about the naming of images and files in JCE.
We Japanese usually use Japanese for these filenames. In other words, Japanese (kanji) is 2 byte code.
In JCE 's document, for example' Image Manager Extended / Uploading an Image ', Japanese is not allowed.
'The name can only contain the characters az, AZ, 0-9, period (.), Underscore (_) and dash (-). Spaces
are converted to underscores, all other characters are removed.
However, in fact, uploading is possible even if these file names are still in Japanese (kanji).

This is the same not only for images but also for document names.
This phenomenon is useful for users, but for administrators, it is a serious problem when migrating the system.
Does handling of file names defined in Japanese do not match your document?

The parameter you instructed is 'utf - 8' as it is.
However, Japanese images are registered in the media folder. (Attachment 1)
I will explain it a bit more accurately.
- Japanese image files can be uploaded to the media folder with the original kanji file name.
- However, the article contained the image caused an error (Attachment 2), I can not upload my articles.
Although this error message is unknown to the user, it can be warned that the article can not be uploaded,

The error you are seeing is not a JCE error if it occurs when you attempt to save the article.
Which Joomla version are you using? I am not seeing any errors when saving an article containing an image that has a name of Kanji characters.

If the Websafe File Names option is set to ASCII, then 富士山の夕焼け1000.jpg will be uploaded as fu shi shanno xi shaoke1000.jpg
The kanji characters are transliterated to Latin-ASCII equivalents.

I have tested on my system and the following results are obtained.
- Websafe File Names option = 'ASCII'
- Image file '富士山の夕焼け1000, jpg' was uploaded as '1000, jpg'.

It was not your result 'fu shi shanno xi shaoke1000.jpg'
Please tell me your thoughts about my result.

In order to convert kanji characters to ascii, JCE uses the PHP transliterator_transliterate function - https://secure.php.net/manual/en/transliterator.transliterate.php
If you server does not have this function enabled, then the characters cannot be converted and are removed.
Please speak to your host about enabling this function.
