On all of my Joomla sites that I've checked so far I'm getting this error when I try to find updates for the JCE extensions:
Update: Could not open update site #15 "JCE MediaBox Updates", URL: https://www.joomlacontenteditor.net/index.php?option=com_updates&view=update&format=xml&id=3/extension.xml
Update: Could not open update site #33 "JCE MediaBox Updates", URL: https://www.joomlacontenteditor.net/index.php?option=com_updates&view=update&format=xml&id=3&file=extension.xml
Update: Could not open update site #61 "JCE MediaBox Updates", URL: https://www.joomlacontenteditor.net/index.php?option=com_updates&view=update&format=xml&file=jcemediabox.xml
Update: Could not open update site #63 "JCE Editor Package", URL: https://www.joomlacontenteditor.net/index.php?option=com_updates&view=update&format=xml&file=pkg_jce_pro.xml
Reproduce:
1. Extension > Manage > Update
2. Clear Cache > Find Updates
None of the update sites are unpublished; all are published.
I have already tried Updates Sites > Rebuild
I have also tried clearing browser cache several times and using another browser (Chrome and Edge)
Only the JCE-related extensions have errors
I contacted my host to make sure the URLs were not blocked for some reason. After logging in to the site this was their response:

I was able to reproduce the issue and found that errors at the remote 'joomlacontenteditor.net' site are causing this problem:
[root@us507 psbsampleone]# curl -A Mozilla 'https://www.joomlacontenteditor.net/index.php?option=com_updates&view=update&format=xml&file=pkg_jce_pro.xml'
Error displaying the error page: Call to undefined method JDocumentXml::setHtml5(): This request is blocked by Admin Tools. Please change this message in the component's options.
You will need to either get in touch with the JCE team and copy them the above error, or download the latest updates for your JCE extensions and apply them manually.

Time is a great healer, apparently.
I think the issue was just a result of the server migration we did over the weekend, which resulted in an IP/DNS change that took 72+ hours to update globally.
Just because you're not paranoid doesn't mean everybody isn't out to get you.

I'm getting the same errors for all of my sites again also.
I'm also getting a 401 Unauthorized error on the download URL referenced in the xml file for the JCE Editor Package.
If I open the URL for the update in this error message:
Update: Could not open update site #102 "JCE Editor Package", URL: https://cdn.joomlacontenteditor.net/updates/xml/pkg_jce_pro.xml
the update's xml file opens and includes the download URL to the update file:
https://www.joomlacontenteditor.net/index.php?option=com_updates&task=download&file=pkg_jce_pro.zip
But if I try to open the download URL, I get a 401 Unauthorized error.
I would think that's the reason the for the error message.

If you are getting a 401 Unauthorized error, you need to set your Subscription Key - https://www.joomlacontenteditor.net/support/faq/subscription/using-the-subscription-key

The Subscription Keys have been set for these sites for a long time. I tried re-entering and saving the Subscription Key, clearing site cache, clearing browser cache, clearing JCE-related cookies, a different browser and Updates Sites > Rebuild.
Still get the same error:

This is only happening with JCE Editor and Media Manager.
I didn't make any changes, but the issue has been resolved as of this morning. The error is gone and the new update is listed in the available updates for all of my sites.
Bonus: I see the feed is working again
