Hi, having same issue with JCE Pro 2.9.5 - Styles drop-down disabled in SP Page Builder (e.g. creating a "text block"). Update to the 2.9.6 RC didn't resolve. However it does work in normal Joomla Articles.

Using SP PB 3.7.5 (Latest)
Using Helix Ultimate Beta 2 (test site)

Not sure therefore if it's a Helix/SP Page Builder or JCE Pro issue.

Unfortunately 2.9.6 RC3 is not working within SP Page builder - but in normal Joomla Articles it works fine.
