Is there some way to remove these options for certain access levels?
For example turn off all these options for registered users, while keeping them on for administrators?

The buttons at the bottom of the editor are Joomla editors-xtd buttons, so they are controlled using Joomla Access Levels, which you can set for each button in Extensions -> Plugins.

There is only one plugin of editors-xtd type in plugins, DJ-MediaTools editor button, and I can't control the ACL for it.
Nothing else that is on the screenshot I sent you seems to have a plugin for it.

All those buttons will be an editors-xtd plugin.
Go to Extensions -> Plugins, and from the Select Type list, choose editors-xtd. Click on the name of the button to edit it, and select the required access level from the Access list.
