Please note this seems to have started happening after we upgraded to Joomla 3.9.22, and also upgraded to JCE 2.8.18 (we haven't upgraded to 2.9.1 yet).

Also the problem only happens on our production sites (Which do have more security setup).

Process:
1. Edit article on front end
2. Click on 'select button' to upload file
3. window pops up in error (with 404 error)

When we use our 'long urll' (instead of the domain name specifically)
this works ok

this leads us to believe we may have to add an additional apache directive.

But before we do, I just wanted to check if there were any changes between the change in .htaccess in joomla 3.9.22 and the adjustments in jce 2.8.18 that might be the problem.

This issue has been fixed in JCE Pro 2.9.1
