In the Textarea field with WYSIWYG editor, JCE does not work. JCE does not even allow text entry

@Ferriero - Check that the default profile you are using is assigned to All Components in Editor Profiles -> Setup, or that you use a specific profile for RS Form, such as a modified version of the example Front-end profile, as suggested by @jeffhoneyager above.
Just because you're not paranoid doesn't mean everybody isn't out to get you.
