Hi,
I use JCE Pro 2.8.5 (freshly installed on a new Joomla 3.9.15). In JCE's global configuration I have set "Conatiner Element & Enter Key" to "No Conatiner & Paragrapth on Enter".
When I'm in Code view and insert some text and then switch to editor view, JCE puts my text into <p> tags, which is not the way it used to work with earlier versions - at least I think so...
I often have e.g. custom modules where I just need plain text without any tags surrounding it. Is this the way it sould work or is it a bug?

If you have the Markdown option checked in Editor Profiles -> Features & Layout, then all plain text pasted into the editor, and all plain text passed from code to the editor, is processed through Markdown. The Markdown specification states that plain text is wrapped in a paragraph - https://github.github.com/gfm/#paragraphs
