Since updating to jce pro 2.7.19 I have been unable to create a link to an article.

Your homepage says

Create Links to Categories, Articles, Weblinks and Contacts¹ in your site using a unique and practical Link Browser

What am I missing ?

Creating links in JCE Pro is the same process as in JCE Core. Please see - https://www.joomlacontenteditor.net/support/documentation/links/create-a-link
