Is there a parameter within the config setting (that I may be missing) to always display JCE in a dark mode, when in code view?

In Editor Profiles -> Plugin Parameters -> Source Code Tab, set the Theme option to blackboard. This a a "dark mode" like theme. You can also try the lesser dark theme.
